About the Overseas Referees Branch

The United States Soccer Federation has established the Overseas Referee Branch under the provisions of Rule 3032, Section 3 of the USSF Administrative Rule Book.

Its main purpose is to service all Federation registered referees, instructors and assessors who reside, work or do their primary refereeing outside of the national state associations of the United States.

The US Soccer Overseas Referees Branch (ORB), through its Overseas Referee Administrator (ORA), provides all the necessary information needed by referees to continue their careers without losing time in service or time in grade.

 The ORB is approved by and receives advice from the Armed Forces Sports Committee.

It is the responsibility of the ORA not only to provide the latest changes of the laws of the game to its registered members but also to provide them with training material in order to improve performance, standardize mechanics and law interpretation throughout the world. We believe that a well trained referee enhances player safety at all levels.

The ORB works in cooperation with any and all existing local referee associations, the Morale Welfare and Recreation (MWR) programs and other officials societies. It is not the intent of the ORB to interfere with these organizations but where possible provide a service.
